Abstract：Hydrolevel may be to engineering ethics what Watergate was to legal ethics.It is such a good case that gave us an all-sided review of American engineering ethics.This paper tells the deep truth about this event,corrects some misumderstanding of it,and then analyzes all kinds of ethical meanings in detail.Finally,with respect of Chinese realities,this paper points out a few significance of this case for our engineering practice.
